Simple, Just go to http://shipit.ubuntu.com/ and register yourself. Then go to Get Ubuntu > request a CD. You can request both desktop and server edition if you want. Then simply enter your address and the requirments and click submit. You will get your CD within three weeks. I got my CD after two weeks from the shipping date. You can make a special request for different numbers of CDs. But it will take a long time to reach. Yes ubuntu is absolutely free of charge and they will not take the shipping charge either. It causts 0.13 EUR for each CD. They will not take that also.
